Can I purchase auto insurance without car registration?

Regarding to Motorcycle insurance?
"The reason why its is because im just 19. I know she has a safe-driving record which will help money is saved by me. I will be blessed to have gotten this car but i wont manage to afford my payments if  insurance   is that high. Thus may I own the car without being the main driver on  insurance  to assist save fees
